Five-Day MP Assembly winter session begins today
BHOPAL [Maha Media]: The winter session of the Madhya Pradesh Legislative Assembly begins today and will run until December 5, meeting for only four days. The Assembly will remain closed on December 3 for the Bhopal Gas Tragedy anniversary.
During the session, opposition MLAs are expected to raise issues over poor food and water at VIT University in Sehore and demand compensation for damage caused by excessive rainfall.
Since the session notification in December, the Assembly Secretariat has received 1,497 questions, 751 starred and 746 unstarred, along with 194 notices for calling attention, 6 for adjournment motions, 14 private member resolutions, 52 zero-hour notices, 2 for Rule 139, and 15 petitions. Two government bills have also been submitted.
Two bills to be introduced in Assembly session
* The Madhya Pradesh government is going to make a big change in the election of Municipal and Nagar Parishad presidents.
* Until now, councilors used to elect the president, but after the amendment, the public will directly elect the president.
* Along with this, the 'Right to Recall' system will also be implemented. This means that if the public is unhappy with the president's work, they will also be able to remove them by voting.
* The Madhya Pradesh government has approved significant changes related to trade and shops.
* In last week's cabinet meeting, the Shop and Establishment (Second Amendment) Bill 2025 was approved. Now, the registration process will be completely digital.
* Additionally, under the amendment to the Shop and Establishment Act, shopkeepers and workers will be required to be given one mandatory day off per week.
* The licensing process for opening and operating shops will also be simplified. The government argues that this system is necessary to promote workers' health, a better work environment, and social security.
Key aspects of the new system
* Establishments with less than 20 employees will not be inspected without the permission of the Labor Commissioner.
* This will provide relief to micro and small traders from unnecessary action and pressure.
* All processes will be done on the portal. Registration, renewal, amendment, and closure notifications will also become digital.
